Senior Secretary


Mr. S.M. Ghulam Farooque was born on 01 June 1960 in a noble Muslim family at Shariatpur district of Bangladesh. He obtained BSS (Honours) and MSS degree in 1981 and 1982 respectively from the Sociology department of University of Dhaka. He joined Bangladesh Civil Service Administration cadre in 1983.

Mr Farooque is enriched with many local and foreign professional training such as Law & Administration training from Civil Officer's Training Academy, Foundation training, Advanced Course on Administration & Development and Senior Staff Course from Bangladesh Public Administration Training Centre, Savar, Dhaka. Besides this he also successfully participated in the MATT training course held in Civil Service College, Singapore & Bradford University, UK. He has undertaken training courses from World Bank institute, National School of Administration, China and Harvard University, the USA.


During his career Mr Farooque served in various posts in the field administration and different ministries. He joined as a Senior Secretary to the Local Government Division on 12th November, 2018. Prior to his current position he worked as Senior Secretary to the Rural Development & Cooperative Division, Ministry of Civil Aviation and Tourism. He worked as Member (Secretary to the Govt.) of Bangladesh Planning Commission. Before this he worked as Additional Secretary to the Ministry of Public Administration and Ministry of Education. He served as joint Secretary in the Ministry of Industries and Ministry of Public Administration. He also worked as Director in Prime Minister's Office and as Senior Assistant Secretary in the Ministry of Defence. In the field administration he worked as Additional Deputy Commissioner, Upazilla Nirbahi Officer and Magistrate.


During service career, Mr. Farooque officially visited different countries namely- Indonesia, Malaysia, the Philippines, Vietnam, Cambodia, Singapore, China, South Korea, the USA, the UK, Canada, Sweden, Saudi Arab, Japan, Germany and Thailand.


In personal life, Mr. Farooque is married and blessed with two sons.
